الحكومة الليبيرية تمنح تحالف ICCO-CET عقداً استراتيجياً لتشييد شريان تنموي جنوبي ضمن RETRAP 2 بقيمة 63 مليون دولار

في خطوة نوعية تعكس التزام الحكومة الليبيرية بتنفيذ «أجندة التوقيف من أجل التنمية الشاملة» (AAID)، والتي يشكّل قطاع الطرق أحد أعمدتها الأساسية، وقّعت وزارة الأشغال العامة في ليبيريا اتفاقية تعاقدية بارزة مع تحالف شركتي كونسوليديتد كونتراكتور أوفشور SAL وكونسوليديتد للهندسة والتجارة SAL (ICCO-CET-JV)، وذلك لتعبيد طريق بطول 85 كيلومتراً يمتد من الحدود الإيفوارية مروراً بمدينة تويز تاون وصولاً إلى زويدرو في مقاطعة غراند غيدي.
وفي كلمة له خلال مراسم التوقيع، أشاد وزير الأشغال العامة، رولاند لافاييت غيدينغز، بالدعم الحيوي الذي يقدّمه البنك الدولي للمشروع، مؤكداً أن إنجازه سيُحدث نقلة نوعية عبر ربط جنوب شرق ليبيريا بوسطها، بما يعزز النشاط الزراعي ويفتح آفاقاً أوسع للتجارة والتبادل مع كوت ديفوار.
وكشف الوزير غيدينغز أن الأعمال الإنشائية ستنطلق من زويدرو باتجاه تويز تاون، في تعديل مدروس للخطة الأصلية، يهدف إلى تسريع التنفيذ ضمن جدول زمني يمتد لـ36 شهراً. كما ثمّن مستوى التنسيق القائم مع وزارة الزراعة، لا سيما في ظل التحول التقني من مشاريع الطرق الزراعية إلى إنشاء طرق رئيسية متكاملة ضمن برنامج RETRAP 2.
من جهته، شدّد وزير الزراعة ألكسندر نويتاه على أن البنية التحتية للطرق تمثّل حجر الزاوية في تحسين أداء المؤسسات العامة، محذراً من أن أي تعثر في هذا القطاع ينعكس سلباً على قطاعات حيوية، وفي مقدمتها الزراعة. واعتبر مشروع RETRAP 2 محطة مفصلية لتعزيز التجارة العابرة للحدود بين ليبيريا وكوت ديفوار.
بدوره، أوضح مدير برنامج وحدة تنفيذ البنية التحتية، إيمانويل بيكر، أن المشروع يُموّل بشكل مشترك من البنك الدولي عبر المؤسسة الدولية للتنمية (IDA)، وصندوق تنمية ليبيريا، إلى جانب الحكومة الليبيرية. وأشار إلى أن عملية اختيار الشركة المنفذة خضعت لمعايير تنافسية صارمة، انطلقت بمشاركة 23 شركة منذ فبراير 2024، قبل أن تحصل الموافقة النهائية على الترسية في 3 مارس 2026، بعد تقييم شامل انتهى بترسية العقد على تحالف ICCO-CET-JV كأفضل عرض تقنياً ومالياً.
من ناحيته، أعرب الرئيس التنفيذي لشركة ICCO، المهندس إبهاب سرحال، عن تقديره للثقة التي أولتها الجهات الليبيرية للتحالف، مؤكداً التزامه بتنفيذ المشروع وفق أعلى المعايير الفنية والبيئية، وفي الإطار الزمني المحدد. كما أشار إلى إدراكه للأهمية الاستراتيجية التي يوليها الرئيس جوزيف بواكاي لهذا الممر الحيوي، ودوره في تعزيز التنمية الاقتصادية والاجتماعية في جنوب شرق البلاد.
وتبلغ الكلفة الإجمالية للمشروع نحو 63 مليون دولار أميركي، فيما يُرتقب أن يستفيد منه نحو 900 ألف مزارع ومستخدم للطريق، مع تركيز خاص على تحسين ظروف الأسر الريفية وتعزيز قدرتها الاقتصادية وصمودها.
Rural Economic Transformation Project II (RETRAP 2) Takes Shape, As Public Works & Contractor Sign Work Contract Agreement

Pursuant to its commitment to achieving the Arrest Agenda for Inclusive Development (AAID), of which Roads Construction plays a crucial role, the Government of Liberia through the Ministry of Public Works today signed another landmark Contractual Agreement; this time with Consolidated Contractor Offshore SAL & Consolidated Engineering and Trading Co. SAL-Joint Venture (ICCO-CET-JV) for the paving of an 85km stretch of road from the Ivorian Border to Toes Town unto Zwedru in Grand Gedeh County.
Making special remarks, Public Works Minister Roland Layfette Giddings extolled the World Bank for the Project, assured that when completed the project will link the Southeastern parts of Liberia to Central Liberia, thereby improving agricultural programmes through trade and commerce between Liberia and Ivory Coast.
Minister Giddings also divulged that civil works will begin from Zwedru towards Toe Town, as a modification to the initial plan with strategic focus on accelerating the project which runs for thirty six (36) months.
He also used the occasion to thank the Ministry of Agriculture for the cooperation that continues to subsist between the two line ministries in lieu of a technical shift from farm-to-market roads under RETRAP 2 to full construction of primary roads.
For his part, Agriculture Minister Alexander Nuetah pointed out that roads remain a critical factor that drives the performance of public institutions in Liberia, adding that the challenges faced in the road sector could impact other areas including Agriculture.
Minister Nuetah termed the Retrap 2 Project as a critical milestone that will bolster cross-border trade between Liberia and La Cote D’Ivoire.
Also speaking at the Signing Ceremony was Mr. Emmanuel Baker, the Programme Manager of the Infrastructure Implementation Unit (IIU) who asserted that the Project is jointly financed by the World Bank through IDA, the Liberia Development Trust Fund and the Liberian Government.
According to him, the selection of the final firm (contractor) underwent rigorous procurement processes beginning with twenty three (23) firms in late February 2024.
The IIU Program Manager went on to state that on March 3, 2026 the Final Clearance or Award for the Contractor by the Bank was received, with the Consolidated Contractor Offshore SAL & Consolidated Engineering and Trading Co. SAL-Joint Venture (ICCO-CET-JV) emerging as the most responsive bidder, following the submission of the Combined Evaluation Report on January 8, 2026.
At his turn, the CEO of International Consolidated Contractors (ICCO), Mr. Ihab Serhal, expressed his appreciation to the Ministry of Public Works, the Ministry of Agriculture, and their respective PIUs for the trust reposed in ICCO, in joint venture with CET as the most responsive, technical, and financial bidder for the project.
Mr. Serhal reaffirmed his commitment to the Liberian administration led by His Excellency President Joseph Nyumah Boakai, noting that he is fully aware of the high priority attached by His Excellency to this corridor and its importance in enhancing accessibility and driving socio-economic development in southeastern Liberia. Mr. Serhal, however, reaffirmed ICCO’s commitment to delivering the project within the agreed timeframe and in full compliance with the highest technical, environmental, and safety standards.
The overall cost for the Project is estimated at US 63 Million Dollars.
The Project is designed to support 900,000 farmers and road users, specifically targeting rural households to improve their resilience and economic standing.
